Who funds it

  • Operating sole proprietors (FOPs) and small companies that are scaling up and creating jobs
  • Veterans, internally displaced persons (IDPs), young people aged 18–25 and businesses in frontline communities – with top-ups to the amount

In depth

The programme in detail

“Own Business” is the most widely used strand of the state eRobota programme and has been running since July 2022. According to the Ministry of Economy, before the update over 34,000 grant decisions worth almost UAH 9 billion were made. Cabinet of Ministers Resolution No. 616 of 15.05.2026 replaced micro-grants with fixed amounts by a single procedure: the separate lines for young people, veterans, frontline communities and pre-school education were discontinued, and two strands with top-ups were introduced instead.

The main change lies in the logic of selection. Previously, an application was checked for compliance; now it is scored: first by the bank, then at an interview at the employment centre. If funds are insufficient for everyone, the grant goes to those with the higher score, so a formally correct application with a weak business plan may fail.

The programme suits two groups: those starting a business without hiring staff (jobs are not mandatory for a start-up grant), and operating FOPs and small companies that are expanding and creating at least one job. It does not suit projects where the main costs are rent or marketing (these items are capped), or those who will not be able to pay taxes and Unified State Social Contribution (ESV) at least equal to the grant amount over the project period.

Application status: Between application rounds

The application stage on Diia ended on 27 October 2026; the decision follows within 20 calendar days, that is, by 16 November 2026. Diia has not yet announced the date of the next stage: now is the time to prepare the business plan.

Programme terms

Key facts about ““Own Business 2.0””

Only what is confirmed in the official programme sources, as of 06.11.2026.

Two strands and amounts

Business start-up: a base amount of UAH 100,000–300,000, up to UAH 500,000 with top-ups. Scaling up: UAH 500,000 – 1.5 million, up to UAH 2.5 million with top-ups.

Top-ups to the amount

+5% for applicants aged 18–25; +20% for veteran businesses, VAT payers, patent holders, IDPs and relocated businesses, and for 2 new jobs; +30% in frontline regions and for the restoration of destroyed assets; +50% in priority sectors.

Who can apply

Citizens of Ukraine aged 18 and over: individuals, sole proprietors (FOPs) and legal entities governed by private law. An individual registers as a FOP or an LLC within 20 calendar days of approval. For scaling up – FOPs and legal entities that have been operating for at least 6 months on the date of application.

Jobs

Creating jobs is not mandatory for a start-up grant. For scaling up – at least one job, within 3 months of the funds being credited.

How applications are assessed

The bank scores the business plan out of 200 points (pass mark 99), followed by an interview at the employment centre worth up to 50 points. A grant requires at least 130 out of 250 in total.

Obligations

The business operates for the declared period (2, 3 or 5 years), pays taxes and creates the declared jobs. In that case the grant does not have to be repaid.

Analysis

Requirements, stages and what to watch for

Our analysis is based on the official programme rules and GetGrant materials. Check the current call before applying: conditions change from round to round.

01Applicant requirements

  • Citizens of Ukraine aged 18 and over, FOPs and legal entities governed by private law that meet the SME criteria. The state and municipal sector is not eligible.
  • After the decision, an individual registers as a FOP or an LLC and signs the agreement within 20 calendar days; a business entity does so within 10 working days.
  • Not eligible: companies with owners or beneficiaries from Russia or Belarus or under sanctions, companies in bankruptcy or liquidation, financial institutions, and trade in weapons, alcohol (except certain wines) and tobacco, and currency exchange.
  • An application is also rejected if the head, founder or beneficiary holds that role in five or more taxpayers (except public and charitable organisations).
  • For scaling up, FOPs and legal entities governed by private law that have been operating for at least six months on the date of application may apply (Cabinet of Ministers Resolution No. 1214 of 30.09.2026).
  • The grant is not awarded to those who have received a processing grant under Cabinet of Ministers Resolution No. 739, or a grant from the Ukrainian Veterans Fund or the Ukrainian Youth Fund for similar purposes.

02What is funded and on what terms

  • Equipment, tools, furniture and commercial vehicles – with no separate cap.
  • Other items are capped as a share of the grant: repairs, raw materials and leasing – up to 50% each, rent of premises or land – up to 25%, licensed software – up to 25%, a website – up to 10%, marketing and advertising – up to 10%.
  • The money is transferred by bank transfer to an account at an authorised bank and must be used within 3 months. Any unused balance is returned, and the intended use can be changed by a separate application within the same 3 months.
  • The project period is 2, 3 or 5 years, at the applicant’s choice. Over this period, taxes, levies and ESV for yourself and your employees must be paid in an amount not less than the grant. The grant itself is not taxed.
  • Since October 2026, expenditure on commercial concession (franchising) has been permitted.

03Selection stages and timelines

  • An application on Diia together with a business plan in PDF in the prescribed form. Without a business plan, the application is not considered.
  • The authorised bank checks business reputation and data; applications with 99 points or more go forward. This is followed by an interview at the regional employment centre (0–50 points); a grant requires at least 130 in total.
  • The decision is made by the State Employment Centre within 20 calendar days of the end of the application stage.
  • Applications are accepted in stages. The stage on Diia ran until 27.10.2026; the date of the next one has not yet been announced.

04Specifics and pitfalls

  • The most common grounds for rejection under the procedure: the business plan does not include salary and tax costs equal to the grant amount, the applicant did not agree on an interview date or declined the interview, or the score is below the pass mark.
  • Tax debt, enforcement proceedings, court cases or asset freezes count as a negative business reputation, and even one of them is grounds for rejection. Settle them before applying and keep documents proving there are none.
  • Where jobs are a condition, they are created within 3 months of the funds being credited and maintained for 18, 24 or 54 months. A person who worked for you during the previous 180 days does not count. If the jobs are not created, the grant is repaid in full.
  • A repeat grant is awarded only once and only after a certificate from the regional employment centre confirming the fulfilment of the previous agreement. Only one start-up or scale-up grant can be held at a time.
  • If the recipient is mobilised, held captive or missing, performance of the agreement is suspended and resumes after demobilisation or a change of status.

05What to prepare in advance

  • A profile of top-ups with supporting documents as of the date of application: age, VAT payer status, patent, IDP or relocation status, frontline community, priority sector by economic activity code (KVED) from the annex to the procedure.
  • A business plan in the Diia format and a financial plan in which taxes and ESV over the project period cover the grant amount.
  • Commercial proposals for equipment and a cost estimate that stays within the caps per item.
  • No debts to the budget, a qualified electronic signature and readiness for an interview on the figures in the plan.

  1. 1

    Review and eligibility check

A short call or email exchange: whether you and the project meet the conditions, which programme and amount fit, and what is missing.

  2. 2

    Application in the programme format

We write the application exactly in the form the programme requires: business plan, technology description, financial plan and budget that are consistent with each other.

  3. 3

    Documents and verification

We collect annexes: cost estimates, supplier quotes, pitch deck, documents for premises or land. Everything is checked against the requirements before submission.

  4. 4

    Submission and defence

You sign and submit the application; we stay with you at every step and prepare you for the interview, pitch or jury session.

For this programme

  • We check which strand you qualify for and which top-ups you can claim.
  • We draw up the business plan in the Diia format and a monthly financial plan for the full project term of 2, 3 or 5 years (XLSX and PDF).
  • We prepare you for the interview at the employment centre: what questions are asked and how to answer about the figures.

What we say plainly

  • No grant is guaranteed. The decision is made by the funder: the state, a fund or a jury. We build a strong and consistent package, but we do not influence the decision.
  • You submit the application yourself. The applicant submits and signs the application in Diia, on the USF portal or the EU portal. We prepare the documents and support you, but do not apply on your behalf.
  • We quote the price after the first conversation. The scope depends on the programme, the amount and what you already have. We state the cost and timing before work begins.
