Vlasna Sprava grant (Own Business)
Vlasna Sprava (Own Business) is a Ukrainian state grant for starting or scaling a business. Since September 2026 it runs under a single procedure: UAH 100,000 to 300,000 for a start and UAH 500,000 to 1.5 million for scaling, with top-ups for young people, veterans, frontline regions and priority sectors. In return the recipient must pay taxes equal to the grant.
Vlasna Sprava is the most widely used grant of the eRobota programme. Until 1 August 2026 it operated as a microgrant with fixed ceilings tied to the number of jobs, and veterans applied under a separate procedure. Cabinet of Ministers Resolution No. 616 of 15 May 2026 replaced both mechanisms with a single Procedure for grants for starting or scaling one’s own business. How much you can get
For a start – UAH 100,000 to 300,000. Applicants are individuals, Ukrainian citizens aged 18 or over, who after a positive decision have 20 calendar days to register as a sole proprietor or set up a legal entity. Creating jobs is not mandatory at this level.
For scaling – UAH 500,000 to 1.5 million. Applicants are operating sole proprietors and private-law legal entities that qualify as small or medium-sized businesses. One new job is a mandatory condition.
The base amount is increased by top-ups, which add up:
- 5 per cent – for applicants aged 18 to 25;
- 20 per cent – for veteran-owned businesses, VAT payers, holders of a patent linked to the project, internally displaced persons with more than six months of business experience and relocated enterprises, and for a commitment to create two jobs;
- 30 per cent – for frontline regions and the Slavutych community, or for replacing fixed assets destroyed or damaged by the aggression;
- 50 per cent – for projects in the priority sectors listed in the annex to the procedure.
Even with every top-up the grant cannot exceed UAH 500,000 for a start and UAH 2.5 million for scaling.
How the application is assessed
A business plan in the format set by Resolution No. 1527 of 26 November 2025 is attached to the application on Diia. Without it the application is not considered. Two steps follow:
- the authorised bank checks the data and business reputation. Applications scoring 99 points or more go forward. For young applicants without a business track record and for veteran-owned businesses the bank score is multiplied by 1.25;
- the regional employment centre holds an interview and awards 0 to 50 points.
Applications with a final score of 130 or more are admitted to the decision. If funds do not stretch to everyone, grants go to those who scored higher. The assessment criteria are set by the Ministry of Economy.
What the money can be spent on
Equipment, tools, furniture and commercial vehicles carry no separate ceiling. Other lines are capped as a share of the grant: premises repairs, raw materials and supplies, and equipment leasing at up to 50 per cent each, rent of premises or land at up to 25, licensed software at up to 25, marketing and advertising at up to 10. The money arrives in a bank account by transfer and goes only to the lines named in the agreement. It must be used within three months, and the bank returns any balance.
Obligations and what happens on default
The project runs for two, three or five years, as the applicant chooses. Over that time you must pay taxes, duties and the unified social contribution for yourself and your employees at least equal to the grant. If less is paid, the difference is repaid within two months after the project ends.
Jobs, where they are a condition, are created within three months of the funds being credited and kept filled for at least 18, 24 or 54 months depending on the project term. A person who worked for you during the previous 180 days does not count. If the jobs are not created, the grant is repaid in full within a month.
Typical grounds for refusal
- The business plan lacks spending on wages and taxes equal to the grant.
- The applicant did not confirm the interview date within two days or declined it.
- There is a tax debt, open enforcement proceedings or court cases without supporting explanations.
- The activity is barred by the procedure: weapons, alcohol, tobacco, currency exchange.
