eRobota is the Ukrainian government’s programme of non-repayable grants for business, running since July 2022. In 2026 it covers the Vlasna Sprava grant for starting and scaling a business and grants for processing plants, orchards, greenhouses and produce storage. Applications go through the Diia portal, and in return the applicant commits to create jobs and pay taxes.
eRobota is the umbrella name for the state business grants the government launched in July 2022. Legally it is not one programme but several separate procedures: most are approved by Cabinet of Ministers Resolution No. 738, while the processing grant sits in Resolution No. 739. On the Diia portal the section with these services is currently labelled eGranty.
Every strand follows the same logic. The state gives money that does not have to be repaid, and the recipient commits to create jobs and, over several years, to pay taxes and the unified social contribution at least equal to the grant. Whoever falls short repays the difference. So this is not a gift but a grant with measurable obligations.
Which strands operate in 2026
- Vlasna Sprava – a grant for starting or scaling a business. Since September 2026 a single procedure applies: UAH 100,000 to 300,000 for a start and UAH 500,000 to 1.5 million for scaling, with top-ups to UAH 500,000 and UAH 2.5 million respectively.
- Processing plant grant – up to UAH 8 million for equipment, subject to co-financing and at least five jobs.
- Orchard and greenhouse grants – up to UAH 400,000 per hectare of plantings or up to UAH 7 million for a modular greenhouse.
- Vegetable or fruit storage grant – a new strand added in January 2026: new construction of a storage facility with a capacity of 500 tonnes or more.
Separate grants for veterans and their family members are no longer filed under their own procedure: applications under it were accepted until 1 August 2026. Combat veterans, persons with war-related disabilities and their families now apply for Vlasna Sprava, which carries a top-up for veteran-owned businesses.
Resolution No. 738 also contains procedures for energy independence support for business. Their terms were still being updated in autumn 2026, so check them on Diia.
Who is responsible for what
The State Employment Centre decides on Vlasna Sprava, signs the grant agreements and monitors the jobs. Money for this strand comes from the unemployment insurance fund and the state budget.
The Ministry of Economy is the main spending unit for the processing, orchard, greenhouse and storage grants. The agricultural strands are financed under the Ukraine Facility.
Authorised banks check the applicant’s business reputation, hold the dedicated account and pay supplier invoices from it. The grant is never paid out in cash.
How to apply
The application is generated on the Diia portal or at a branch of an authorised bank and signed with an electronic signature. You choose the bank in the application. A business plan or a costed project is attached, and without it the application is not considered. The Ministry of Economy sets the closing dates within the year, and intake can stop once the funds are used up.
What to check before applying
- Whether the terms have changed. Amounts and requirements here were revised every year, so rely on the current wording of the resolution and the service page on Diia, not on last year’s overviews.
- Whether you have your own share where co-financing is required.
- Whether the business plan squares with the tax obligation: wages and payments to the budget must together cover the grant.
