Grant for a Greenhouse Business

A state grant to build modular greenhouses for vegetables, berries and greens. It requires land for at least 7 years, a greenhouse project with a cost estimate and a business plan, so it is worth preparing in advance.

You submit the application; we prepare the documents and support you until the decision.

About the programme

What the programme is and who it is for

What it funds

A grant to build modular greenhouses to a standard design for growing vegetables, berries and greens.

Who funds it

The state, under the budget programme “Provision of grants for the creation or development of a business”, with EU participation (the Ukraine Facility). Under the procedure, the decision is taken by order of the Ministry of Economy and the application is checked by a bank; according to the Ministry of Economy announcement of 06.10.2026, the resumption of intake in 2027 will be handled by the Ministry of Agrarian Policy.

Who it suits

  • Farmers and agricultural enterprises
  • New agribusinesses with land owned or used for at least 7 years
  • Those prepared to invest at least 50% of the project cost (20% in combat zones)
In depth

The programme in detail

The modular greenhouse grant is one of the three agricultural strands of Cabinet of Ministers Resolution No. 738, alongside orchards, berry plantations and vineyards, and vegetable and fruit storage facilities. Unlike “Own Business”, there is no interview at the employment centre: the bank checks the application, the project and the cost estimate, and the decision is taken by order of the Ministry of Economy. Applications beyond the available budget are left unconsidered.

The greenhouse is built only to a standard design, and the amount is fixed by area: UAH 2, 3.5 or 7 million. The state covers up to 50% of the cost, and about 80% in combat zones and for farms with 80% of their land under occupation. In 2026, 21 greenhouse grants worth UAH 130 million were approved, so the recipients number in the dozens, not thousands.

The programme suits an agricultural producer with land for at least 7 years, water for irrigation and their own half of the project cost. It does not suit a newcomer without registration in the State Agrarian Register or with a short lease, or someone who wants to change the project after submission.

Application status: Applications suspended

Intake of applications has been suspended since 16 October 2026. The Ministry of Economy plans to resume it in Q1 2027: now is the time to prepare the project and the land documents.

Analysis

Requirements, stages and what to watch for

Our analysis is based on the official programme rules and GetGrant materials. Check the current call before applying: conditions change from round to round.

01Applicant requirements

  • Legal entities whose ultimate beneficiaries are citizens of Ukraine, and sole proprietors (FOPs) who are citizens of Ukraine, registered in the State Agrarian Register. State-owned and municipal enterprises are not eligible.
  • Ownership or use of the land under the greenhouse, confirmed for at least 7 years from the date of application.
  • A water source and an irrigation system.
  • A recipient can receive a grant for only one modular greenhouse.

02What is funded and on what terms

  • Construction of a modular greenhouse to a standard design: 0.4–0.6 ha – up to UAH 2 million, 0.8–1.2 ha – up to UAH 3.5 million, 1.6–2.4 ha – up to UAH 7 million.
  • The grant covers up to 50% of the project cost; the recipient contributes the rest (at least 50%) from own or borrowed funds. In territories of hostilities and where 80%+ of the land is under occupation – about 80/20.
  • The grant is paid in instalments: first 50–55%, then the rest. If materials cost more than the estimate, the recipient pays the difference, including VAT.
  • After launch – at least 4 permanent and 10 seasonal jobs per 1 ha (seasonal – at least 8 months a year), 3 years of operation and payment of taxes.

03Selection stages and timelines

  • An application on Diia with the greenhouse project and cost estimate, followed by a check at an authorised bank.
  • The Ministry of Economy takes a decision by order within 10 working days of receiving the application checked by the bank.
  • The own share is paid into a special account within 30 calendar days of signing the agreement, and construction must be completed within 12 months of receiving the grant.
  • In 2026, intake ran until 15.10.2026 inclusive and has been suspended since 16.10.2026. Resumption is scheduled for Q1 2027.

04Specifics and pitfalls

  • An application is left unconsidered if the amount exceeds the limit for the area, the ratio of grant to own funds is breached, or there is no cost estimate or no commitment on jobs.
  • The most common land problem is a lease shorter than 7 years on the date of application.
  • The project is not changed after submission, and the grant does not pay suppliers registered for less than 12 full months before the decision.
  • The bank, together with the regional administration, inspects the site every six months during construction and annually for 3 years. Sale of the greenhouse, misuse of funds or missed deadlines mean repaying the difference between the grant and the taxes paid.
  • The reference information on the Diia service page still states “no more than 70%”; the procedure currently in force sets up to 50% (Cabinet of Ministers Resolution No. 503 of 22.04.2026).

05What to prepare in advance

  • Registration in the State Agrarian Register and land documents for at least 7 years.
  • A standard modular greenhouse design with a cost estimate from the designer for the chosen area.
  • Evidence of the own share (50% or 20%) and, if needed, a 5-7-9 loan before intake opens.
  • A water source and irrigation, suppliers registered for more than 12 months, and a plan to hire 4 permanent and 10 seasonal workers per hectare.
Support

What we do

You are not left alone with the application form: we prepare the document package and support you until the decision.

  1. 1

    Review and eligibility check

A short call or email exchange: whether you and the project meet the conditions, which programme and amount fit, and what is missing.

  2. 2

    Application in the programme format

We write the application exactly in the form the programme requires: business plan, technology description, financial plan and budget that are consistent with each other.

  3. 3

    Documents and verification

We collect annexes: cost estimates, supplier quotes, pitch deck, documents for premises or land. Everything is checked against the requirements before submission.

  4. 4

    Submission and defence

You sign and submit the application; we stay with you at every step and prepare you for the interview, pitch or jury session.

For this programme

  • We check the plot and the land documents and choose the area for the grant amount you are aiming for.
  • We draw up a business plan with yields, sales and jobs, and a financial plan for the project period.
  • We prepare the package ahead of the opening of intake in 2027 so that you can apply in the first days, while the budget lasts.

What we say plainly

  • No grant is guaranteed. The decision is made by the funder: the state, a fund or a jury. We build a strong and consistent package, but we do not influence the decision.
  • You submit the application yourself. The applicant submits and signs the application in Diia, on the USF portal or the EU portal. We prepare the documents and support you, but do not apply on your behalf.
  • We quote the price after the first conversation. The scope depends on the programme, the amount and what you already have. We state the cost and timing before work begins.
