Application support from GetGrant

Grant for Veterans and Their Family Members

Veterans and their families receive a grant for their own business on the general terms of “Own Business 2.0”, and a veteran business with the relevant status also receives a +20% top-up to the amount. We will help you obtain the status, claim the top-up and draw up the business plan.

Two routes: work through the application with an expert, or draft it yourself in the GetGrant generator (in Ukrainian).

About the programme

What the programme is and who it is for

What it funds

A grant for veteran businesses to start their own business. Since 2026 it has been awarded under the rules of “Own Business 2.0”, and veteran status adds 20% to the amount.

Who funds it

The state through the eRobota programme: the Ministry of Economy, Diia and the State Employment Centre; the business plan is assessed by an authorised bank.

Who it suits

  • Veterans, men and women
  • Family members of veterans and of fallen defenders
  • Persons with disabilities resulting from the war
How to prepare the application

In depth

The programme in detail

Until 1 August 2026, eRobota had a separate line of grants for combatants, persons with disabilities resulting from the war and their family members: there were caps by the number of jobs (up to UAH 250,000, 500,000 or 1 million for 1, 2 or 4 jobs), and larger amounts required 30% co-financing. Cabinet of Ministers Resolution No. 616 did not continue this line. Veterans and families now apply to the general “Own Business 2.0”, where veteran businesses receive a +20% top-up to the amount.

In parallel, the Law “On Veteran Entrepreneurship” No. 4563-IX has been in force since 26.02.2026. It introduced the status of a veteran entrepreneurship entity: it is obtained on Diia and is valid for 5 years. The status determines both the top-up in “Own Business 2.0” and access to the VARTO competitions of the Ukrainian Veterans Fund. The law allows a veteran business to hold only one type of state financial support at a time.

The programme suits veterans who are starting or expanding a business and can obtain veteran business status: for them there is a +20% top-up and an increasing coefficient to the bank’s score. Family members apply as ordinary applicants: the procedure explicitly names them as recipients, but the +20% top-up is tied to a status that a family member cannot obtain in their own right.

Application status: Apply via “Own Business 2.0”

There has been no separate veterans’ procedure since 1 August 2026: veterans, persons with disabilities resulting from the war and their families apply to “Own Business 2.0”. The stage on Diia ended on 27 October 2026; the next one has not yet been announced.

Programme terms

Key facts about “Grant for Veterans and Their Family Members”

Only what is confirmed in the official programme sources, as of 06.11.2026.

What changed in 2026

The separate grant procedure for veterans and their family members accepted applications until 1 August 2026. Since September, the single “Own Business 2.0” procedure has applied.

+20% top-up

Awarded to a veteran entrepreneurship entity: a veteran who is a FOP, or a legal entity whose founders and beneficiaries are all veterans. A family member applies on general terms, without this top-up. Top-ups are cumulative with others: for a frontline territory, VAT, jobs and a priority sector.

Amounts

Business start-up: a base amount of UAH 100,000–300,000, up to UAH 500,000 with top-ups. Scaling up: UAH 500,000 – 1.5 million, up to UAH 2.5 million with top-ups.

Restrictions

One application at a time. A repeat eRobota grant only with a certificate confirming fulfilment of the previous one. Those who have already received a grant from the Ukrainian Veterans Fund or the Ukrainian Youth Fund for similar purposes are not eligible.

How applications are assessed

As in “Own Business 2.0”: the bank’s score for the business plan (up to 200, pass mark 99) and an interview at the employment centre (up to 50). At least 130 is required in total.

Veteran business status

The status of a veteran entrepreneurship entity (Law No. 4563-IX) is obtained on Diia, is valid for 5 years. A coefficient of 1.25 to the bank’s score applies to veteran entrepreneurship entities and also to combatants and persons with war-related disabilities, with or without the status. The data must match the Unified State Register of War Veterans.

Analysis

Requirements, stages and what to watch for

Our analysis is based on the official programme rules and GetGrant materials. Check the current call before applying: conditions change from round to round.

01Applicant requirements

  • Procedure No. 616 specifically names as recipients combatants, persons with disabilities resulting from the war, their family members and family members of fallen defenders.
  • The +20% top-up is awarded to a veteran entrepreneurship entity: a war veteran who is a FOP or a self-employed person, or a legal entity whose founders and beneficiaries are all veterans.
  • Not all veterans obtain the status, only those whose veteran status was granted on the grounds specified by the law on veteran entrepreneurship. A company in which a veteran holds only a share will not obtain the status.
  • Other requirements are as in “Own Business 2.0”: aged 18 and over, no debts to the budget, no sanctions and no prohibited activities.
  • For scaling up, FOPs and legal entities governed by private law that have been operating for at least six months on the date of application may apply (Cabinet of Ministers Resolution No. 1214 of 30.09.2026).

02What is funded and on what terms

  • The amounts and expenditure items are the same as in “Own Business 2.0”. The +20% veteran top-up is cumulative with others, but the total does not exceed UAH 500,000 to start and UAH 2.5 million to scale up.
  • The points awarded in the bank check are multiplied by 1.25 for veteran entrepreneurship entities, combatants and persons with war-related disabilities. The coefficient also applies to applicants aged 18–25 without a business reputation who apply for a start-up grant.
  • The 30% co-financing that the old veterans’ line required for larger amounts is not needed under the new procedure.
  • The main obligation is the same for everyone: over 2, 3 or 5 years, pay taxes and ESV of at least the grant amount.

03Selection stages and timelines

  • First the status of a veteran entrepreneurship entity on Diia, then the application with the business plan – this way the top-up and the coefficient count from the very first step.
  • This is followed by the bank check (threshold of 99 points), an interview at the employment centre (up to 50) and a decision by the State Employment Centre within 20 calendar days of the end of the stage.
  • Applications under the old veterans’ line are closed: the last day was 31.07.2026. The “Own Business 2.0” stage on Diia ran until 27.10.2026; the next one has not yet been announced.
  • The VARTO competitions of the Ukrainian Veterans Fund run in separate waves of about three weeks each.

04Specifics and pitfalls

  • Confusion about the status: the +20% top-up is for a veteran entrepreneurship entity (a veteran sole proprietor or a company 100% owned by veterans). An individual applying for a start-up grant registers as a sole proprietor and obtains the status after approval, so plan for it.
  • If the data in the Unified State Register of War Veterans or in the Unified State Register of legal entities do not match the applicant’s data, Diia will not confirm the status.
  • Procedure No. 616 does not award a grant to those who have already received a grant from the Ukrainian Veterans Fund or the Ukrainian Youth Fund for similar purposes. So VARTO and “Own Business” should be planned as alternatives rather than in parallel.
  • Loss of veteran business status may mean repaying the state support received, so the composition of founders and beneficiaries should not be changed after the grant without checking.

05What to prepare in advance

  • Your veteran’s certificate and records in the Unified State Register of War Veterans, reconciled with the data in Diia, and the status of a veteran entrepreneurship entity.
  • For a legal entity – an ownership structure in which all founders and beneficiaries are veterans.
  • A certificate of fulfilment of a previous eRobota grant, if there was one, and a list of all state grants received previously.
  • An “Own Business 2.0” business plan and a check of local programmes: some communities reimburse part of the own contribution or have their own grants for veterans.
Support

What we do

You are not left alone with the application form: we prepare the document package and support you until the decision.

  1. 1

    Review and eligibility check

A short call or email exchange: whether you and the project meet the conditions, which programme and amount fit, and what is missing.

  2. 2

    Application in the programme format

We write the application exactly in the form the programme requires: business plan, technology description, financial plan and budget that are consistent with each other.

  3. 3

    Documents and verification

We collect annexes: cost estimates, supplier quotes, pitch deck, documents for premises or land. Everything is checked against the requirements before submission.

  4. 4

    Submission and defence

You sign and submit the application; we stay with you at every step and prepare you for the interview, pitch or jury session.

For this programme

  • We check whether you can obtain veteran business status, which top-ups to claim and whether a previous grant rules out an application.
  • We draw up an “Own Business 2.0” business plan that takes the veteran top-up into account, and a monthly financial plan for the full project term of 2, 3 or 5 years.
  • We will also point you to other veteran programmes (the Ukrainian Veterans Fund, donor grants) if they are a better fit.

What we say plainly

  • No grant is guaranteed. The decision is made by the funder: the state, a fund or a jury. We build a strong and consistent package, but we do not influence the decision.
  • You submit the application yourself. The applicant submits and signs the application in Diia, on the USF portal or the EU portal. We prepare the documents and support you, but do not apply on your behalf.
  • We quote the price after the first conversation. The scope depends on the programme, the amount and what you already have. We state the cost and timing before work begins.
