A state grant for a new vegetable or fruit storage facility, where the applicant’s own share is 50 to 70% of the cost. Land for at least 7 years, design documentation with an expert review and a permit for construction works are required before the application, so preparation takes months.

You submit the application; we prepare the documents and support you until the decision.

About the programme

What the programme is and who it is for

What it funds

A grant for the new construction of a vegetable or fruit storage facility: construction works, process equipment, its delivery and the commissioning of the facility.

Who funds it

The state, under the budget programme “Provision of grants for the creation or development of a business”, with EU participation (the Ukraine Facility instrument). The applicant and its creditworthiness are checked by an authorised bank, the project by a working group of the Ministry of Economy, and the decision is taken by order of the Ministry of Economy.

Who it suits

  • Agricultural enterprises – legal entities registered in the State Agrarian Register
  • Vegetable and fruit producers planning a new storage facility with a capacity of 500 t or more
  • Applicants holding land for at least 7 years, with construction permits and 70% of the project cost (50% in combat zones)
In depth

The programme in detail

The vegetable and fruit storage grant is the newest agricultural strand of Cabinet of Ministers Resolution No. 738: its Procedure was approved by Resolution No. 62 of 21.01.2026. In April 2026 the government lowered the minimum capacity from 3,000 to 500 t and introduced a scale of amounts from UAH 4 to 20 million depending on capacity. Like the orchard and greenhouse grants, the programme is a measure of the Ukraine Plan under the Ukraine Facility, so EU sanctions checks and the publicity requirement with the EU emblem apply.

The state’s share here is the lowest among the agricultural grants: up to 30% of the construction cost, up to 50% in combat zones. The programme is therefore designed for companies able to finance most of the project themselves or with a loan: the Procedure expressly allows the grant to be combined with “Affordable Loans 5-7-9%”, and the bank separately assesses the applicant’s creditworthiness. The Ministry of Economy takes the decision on the basis of the bank’s check and the opinion of the working group reviewing new construction projects.

It suits a legal entity producing vegetables or fruit with a plot for 7 years or more, ready design documentation with an expert review and a construction permit. It does not suit sole proprietors (FOPs), those who have already started construction works, or those planning to build in phases or start-up complexes or to reconstruct an existing facility. As at 5 November 2026 there are no public statistics on grants under this strand.

Application status: Terms confirmed before submission

The Procedure has been in force since January 2026. The Ministry of Economy announced the launch of intake for May 2026, but as at 5 November 2026 the service is not available on Diia and no intake dates have been announced. We verify the status of the programme before every submission.

Analysis

Requirements, stages and what to watch for

Our analysis is based on the official programme rules and GetGrant materials. Check the current call before applying: conditions change from round to round.

01Applicant requirements

  • A legal entity whose ultimate beneficial owners are citizens of Ukraine, registered in the State Agrarian Register. Sole proprietors (FOPs), state-owned and municipal enterprises are not eligible.
  • Ownership or use of the plot for at least 7 years as at the date of application, with the relevant information entered in the State Register of Real Property Rights or the State Land Cadastre.
  • The applicant does not operate in temporarily occupied territories without an end date of occupation or in Russia or Belarus, is not subject to sanctions of the National Security and Defence Council of Ukraine (NSDC) or the EU, is not a financial institution, and does not produce or sell weapons, tobacco or alcohol (except wines and honey beverages).
  • No bankruptcy or liquidation proceedings, corruption conviction, tax debt or criminal proceedings in which the applicant, its head, founder or beneficiary is a suspect or accused.
  • One recipient – one storage facility, under a project that completes the facility in a single construction phase without division into start-up complexes.

02What is funded and on what terms

  • New construction on a plot where works have not yet started: construction works, process equipment, its delivery and the commissioning of the storage facility.
  • Caps by capacity: from 500 t – UAH 4 million, from 1,500 t – UAH 7 million, from 3,000 t – UAH 10 million, from 6,000 t – UAH 20 million.
  • The grant share is up to 30% of the project cost; the rest comes from own or borrowed funds. Up to 50/50 applies to those registered and operating in areas of possible or active hostilities, and to owners of land of which 80% is under occupation.
  • The money is paid in tranches: after 50–55% of the grant has been paid out, the bank checks the materials, equipment and works completed, then the remainder follows. Any overrun of the cost estimate, including because of VAT, is paid by the recipient.
  • Payments may be made only to suppliers and contractors registered for at least 12 full months before the decision, and only within 18 months of the grant being credited. Any unused balance is returned.

03Selection stages and timelines

  • An application on Diia signed by the head of the company. Diia obtains the design documentation, the expert review report and the permits from the Unified State Electronic System for Construction; if this is not technically possible, they are attached as PDFs.
  • The bank checks the requirements, EU sanctions lists and creditworthiness and forwards the application to the Ministry of Economy within 7 working days. The decision is taken by order within 20 working days, after the project has been reviewed by the working group.
  • After the decision there are 7 working days to sign the agreement and open an account with a special regime, 30 calendar days to deposit at least half of the own share, and a further 6 months for the rest. A missed deadline means the decision is cancelled.
  • Construction takes 6 to 18 months from receipt of the grant.
  • The Ministry of Economy announced the launch of intake for May 2026, but as at 5 November 2026 the service is not available on Diia and no intake dates have been announced.

04Specifics and pitfalls

  • An application is not considered if there is no design documentation with a topographic plan, cost estimate and expert review, no valid permit or notification of the start of works, the cap is exceeded, the grant ratio is breached, there is no commitment on jobs or the right to the land is not confirmed.
  • Works started before the application make the project ineligible: only new construction is funded. The project cannot be changed after submission.
  • The Ministry of Economy refuses if the project does not meet the criteria for new construction, which the ministry approves separately. They are worth checking before design work begins.
  • Alienation of the facility, misuse of funds in the first 5 years or a missed construction deadline mean repaying the grant; misuse also entails a ban on state support for the current and the next 10 budget years.
  • Regional administrations inspect the facility every six months during construction and for 5 years afterwards, and the recipient reports annually by 15 April on jobs, taxes and output.

05What to prepare in advance

  • Registration of the legal entity in the State Agrarian Register and a plot with a right of use for 7 years or more, recorded in the registers.
  • Design documentation with a topographic plan and cost estimate, a comprehensive expert review report and a notification of the start of works or a permit, processed in the Unified State Electronic System for Construction.
  • Financing of the own share of 70% (or 50%) from own funds or a 5-7-9 loan, and a schedule: half within 30 days of the agreement, the rest within 6 months.
  • Contractors and suppliers with at least 12 months of registration, and a staffing plan for 6–16 permanent employees depending on capacity.
  • An information plaque on the EU funding (Ukraine Facility) at the site for the entire construction period and 5 years of operation.
Support

What we do

You are not left alone with the application form: we prepare the document package and support you until the decision.

  1. 1

    Review and eligibility check

A short call or email exchange: whether you and the project meet the conditions, which programme and amount fit, and what is missing.

  2. 2

    Application in the programme format

We write the application exactly in the form the programme requires: business plan, technology description, financial plan and budget that are consistent with each other.

  3. 3

    Documents and verification

We collect annexes: cost estimates, supplier quotes, pitch deck, documents for premises or land. Everything is checked against the requirements before submission.

  4. 4

    Submission and defence

You sign and submit the application; we stay with you at every step and prepare you for the interview, pitch or jury session.

For this programme

  • We check the plot, how the land right is recorded in the registers, registration in the State Agrarian Register (DAR) and the capacity that yields the required grant amount.
  • We build the financial model: own share of 50–70%, a 5-7-9 loan, the contribution schedule, jobs and taxes over 5 years.
  • We check the design documentation, cost estimate and permits against the requirements of the Procedure and prepare the package for the start of intake on Diia.

What we say plainly

  • No grant is guaranteed. The decision is made by the funder: the state, a fund or a jury. We build a strong and consistent package, but we do not influence the decision.
  • You submit the application yourself. The applicant submits and signs the application in Diia, on the USF portal or the EU portal. We prepare the documents and support you, but do not apply on your behalf.
  • We quote the price after the first conversation. The scope depends on the programme, the amount and what you already have. We state the cost and timing before work begins.
