Application support from GetGrant

Grant for a Processing Enterprise

A state grant for machine tools and process equipment for the processing industry. It is a large project with a business plan in the prescribed form and your own share of the funds, so it is best to start preparing before the stage opens.

You submit the application; we prepare the documents and support you until the decision.

About the programme

What the programme is and who it is for

What it funds

A grant for machine tools and process equipment for processing industries, as well as for their delivery, installation and commissioning.

Who funds it

The Ministry of Economy and the State Employment Centre under the eRobota programme. Applications are submitted via Diia and the decision is based on the bank’s opinion; branches of Oschadbank and Ukreximbank provide advice.

Who it suits

  • Prospective entrepreneurs, sole proprietors (FOPs) and companies in the processing industry
  • Production facilities restoring equipment damaged by the war
  • Those prepared to create 5+ jobs or pay salaries above the regional average, and to invest their own share
In depth

The programme in detail

The largest grant by amount for manufacturing businesses in eRobota. It operates under a separate Cabinet of Ministers Resolution No. 739 of 24.06.2022, so the rules differ from those of “Own Business”: the grant always comes with an own share, the money goes on equipment, and the applicant undertakes 3 years of paying taxes equal to the grant amount and 5 jobs (since 27.10.2026 – or a higher salary).

The logic of the programme is import substitution and recovery (“Made in Ukraine”). This is why the state’s share is higher for equipment of Ukrainian origin, for frontline and de-occupied territories, for certain KVED codes and for replacing destroyed capacity. Up to UAH 16 million can be obtained for restoration, but no more than the confirmed losses.

The programme suits manufacturers with ready premises, an equipment procurement plan and a real own share that can be paid in within 10 working days of the decision. It does not suit those who need money for construction, raw materials or salaries (working capital is permitted only for certain types of production and for restoration), or those who have yet to find their own share.

Application status: Between application rounds

Applications are accepted in stages. The stage that ran until 30 October 2026 was the last one in 2026; the next one is in 2027, and Diia will publish its date on the service page.

Programme terms

Key facts about “Grant for a Processing Enterprise”

Only what is confirmed in the official programme sources, as of 06.11.2026.

Amounts

Up to UAH 8 million, provided that at least 5 jobs are created or salaries are kept above the regional average. Up to UAH 16 million to renew fixed assets damaged as a result of Russia’s armed aggression.

Co-financing

A base split of 50% grant and 50% own funds. 80/20 – for territories of possible and active hostilities, territories where hostilities or occupation have ended, for the production of aircraft and UAVs, printing, mine action equipment and for the restoration of damaged production. 70/30 – for equipment made in Ukraine. Own (non-borrowed) funds must account for at least 20% of the project cost.

What the money can be spent on

Machine tools and process equipment, their delivery and commissioning together with software, intangible assets and applied R&D to launch serial production, and for producers of perennial crops (KVED 01.2) – post-harvest handling equipment. Working capital – for producers of aircraft and UAVs, printing, mine action equipment and for restoration.

Who can apply

Prospective entrepreneurs, sole proprietors (FOPs) and legal entities with no activity in the occupied territories or in Russia, and with no sanctions, bankruptcy or debts to the budget.

How decisions are made

The bank checks the applicant, assesses the business plan and conducts a video-recorded interview; a grant requires more than 25 points (clause 19 of Resolution No. 739). The decision of the Ministry of Economy and the State Employment Centre follows within 20 working days of the stage deadline. Resolution No. 1326 designated JSC “Made in Ukraine” as the programme administrator; it takes over these functions from 01.01.2027.

Obligations

Pay taxes and Unified State Social Contribution (ESV) equal to the grant amount over three years. Create at least 5 jobs no later than 6 months after receiving the grant, with ESV paid for them of at least 20% of the grant amount, or keep the average salary above the regional level with annual growth not below inflation. If these are not met, the difference is repaid, and if neither of the job conditions is met – the entire grant.

Analysis

Requirements, stages and what to watch for

Our analysis is based on the official programme rules and GetGrant materials. Check the current call before applying: conditions change from round to round.

01Applicant requirements

  • Prospective entrepreneurs, FOPs and legal entities with no activity in the occupied territories or in Russia, and with no sanctions, bankruptcy, corruption convictions or debts to the budget.
  • A repeat application is possible with confirmation of final fulfilment of the terms of the previous grant (now a bank certificate instead of an act), or for renewing equipment damaged by Russian aggression.
  • UAH 16 million requires confirmed losses: equipment destroyed or damaged as a result of Russia’s armed aggression.
  • The premises must be suitable for the type of activity, and the equipment must be purchased from unrelated suppliers.
  • SMEs that carry out or plan to carry out activities in Section C “Manufacturing” may apply; those subject to registration in the State Agrarian Register must be registered in it. The grant is awarded to one recipient taking related parties into account, except for restoration.

02What is funded and on what terms

  • Machine tools and process equipment, their delivery and commissioning together with software, intangible assets and applied R&D to launch serial production, and for producers of perennial crops (KVED 01.2) – post-harvest handling equipment. Working capital – for producers of aircraft and UAVs, printing, mine action equipment and for restoration.
  • A base split of 50% grant and 50% own funds. For other KVED codes in Kyiv and Kyiv Region – 50/50.
  • The equipment may not be disposed of until the agreement has been fulfilled.
  • Obligations: 3 years of operation and taxes equal to the grant amount, and at least 5 jobs or an average salary above the regional level. If these are not met, the difference is repaid; on liquidation, the entire grant.
  • Used equipment – only with a valuation by a licensed appraiser.

03Selection stages and timelines

  • An application with a business plan in the Ministry of Economy format is submitted on Diia. Advice is available at branches of Oschadbank and Ukreximbank.
  • The bank assesses the business plan, conducts an interview and checks business reputation; a grant requires more than 25 points (clause 19 of Resolution No. 739).
  • The Ministry of Economy and the State Employment Centre make a decision within 20 working days of the end of the stage. This is followed by 10 working days to open an account and pay in the own share, and only then is the grant disbursed.
  • In 2026, intake opened on 2 March in two-week waves; the last stage ran until 30.10.2026. According to the Ministry of Economy, the next one will be in 2027; no dates have been set yet.
  • The Ministry of Economy may set several submission deadlines within a year and a maximum total amount of grants for each.

04Specifics and pitfalls

  • The ten working days for the own share are not extended. If the money is not in the account, the decision is not implemented.
  • Typical rejections: discrepancies between the application, the business plan and the documents, equipment from a related party (including within the last 12 months), and premises unsuitable for the type of activity.
  • Applications are also rejected when the bank cannot confirm the lawful origin of the own contribution, or when there is no certificate of origin for the declared 70% for Ukrainian equipment.
  • Refusing the interview or its video recording is a separate ground for rejection. The reason for a decision can be clarified at meconomy@me.gov.ua.
  • Jobs are created no later than 6 months after the grant and confirmed quarterly for 36 months; a dismissed employee is replaced within a month. The new rules for confirming fulfilment (a bank certificate instead of an act) apply to agreements concluded since 24.06.2022.

05What to prepare in advance

  • Commercial proposals from unrelated suppliers and, for 70/30, certificates of Ukrainian origin for the equipment.
  • Evidence of the own share, of which at least 20% of the project cost must be own, non-borrowed funds; the rest can be covered by a 5-7-9 loan. For restoration – an extract from the Unified Register of Pre-trial Investigations (ERDR) and a loss assessment report under the Methodology approved by Order No. 3904/1223.
  • Documents for premises suitable for the type of activity and a staffing plan for 5+ jobs over 3 years.
  • A business plan in the Ministry of Economy format with a financial model in which taxes over 3 years cover the grant amount, and for restoration – documents on the losses.
Support

What we do

You are not left alone with the application form: we prepare the document package and support you until the decision.

  1. 1

    Review and eligibility check

A short call or email exchange: whether you and the project meet the conditions, which programme and amount fit, and what is missing.

  2. 2

    Application in the programme format

We write the application exactly in the form the programme requires: business plan, technology description, financial plan and budget that are consistent with each other.

  3. 3

    Documents and verification

We collect annexes: cost estimates, supplier quotes, pitch deck, documents for premises or land. Everything is checked against the requirements before submission.

  4. 4

    Submission and defence

You sign and submit the application; we stay with you at every step and prepare you for the interview, pitch or jury session.

For this programme

  • We calculate the project: equipment, own share and which co-financing is available to you (50/50, 70/30 or 80/20).
  • We draw up the business plan in the Diia format, a staffing plan for 5+ jobs and a 3-year financial model.
  • We collect commercial proposals for equipment and prepare you for the bank’s assessment.

What we say plainly

  • No grant is guaranteed. The decision is made by the funder: the state, a fund or a jury. We build a strong and consistent package, but we do not influence the decision.
  • You submit the application yourself. The applicant submits and signs the application in Diia, on the USF portal or the EU portal. We prepare the documents and support you, but do not apply on your behalf.
  • We quote the price after the first conversation. The scope depends on the programme, the amount and what you already have. We state the cost and timing before work begins.
