About the programme

What the programme is and who it is for

What it funds

A grant for materials and equipment to establish a new orchard, berry plantation or vineyard under a planting project with a cost estimate: trellised plantings and, except for grapes, an irrigation system.

Who funds it

The state, under the budget programme “Provision of grants for the creation or development of a business”, with EU participation (the Ukraine Facility instrument). The application is checked by an authorised bank and the decision is taken by order of the Ministry of Economy; according to the Ministry of Economy, the resumption of intake in 2027 will be handled by the Ministry of Agrarian Policy.

Who it suits

  • Farms and agricultural enterprises registered in the State Agrarian Register
  • Sole proprietors (FOPs) and companies establishing a new orchard, berry plantation or vineyard of 1–25 ha
  • Applicants holding land for at least 7 years and able to cover half of the project cost themselves (20% in combat zones)
In depth

The programme in detail

The orchard, berry plantation and vineyard grant is one of the three agricultural strands of Cabinet of Ministers Resolution No. 738, alongside modular greenhouses and vegetable and fruit storage facilities. Selection is based on compliance: there is no interview, an authorised bank checks the applicant and the application, and the Ministry of Economy takes the decision by order within the available budget. Applications in excess of the available budget are not considered.

Since April 2026 the programme has been a measure of the Ukraine Plan under the Ukraine Facility, so EU rules have been added: sanctions screening of the recipient and suppliers, a mandatory expert report on the cost estimate, and publicity of the funding with the EU emblem. At the same time, the state’s share was set at up to 50% of the project cost (about 80% in combat zones), so materials citing a 70% rate describe the previous version. In 2026, 40 orders worth UAH 170 million were issued, 34 projects worth UAH 137 million were fully funded and 428.4 ha of new plantings were established.

It suits an agricultural producer with land for 7 years or more, water for irrigation, a planting project agreed with the designer and half of the cost in own funds. It does not suit those who have already paid for planting material or equipment before the decision (the grant pays only invoices settled through a special account after the decision), who plan a crop outside the regions permitted for it, who have a short lease, or who are not prepared to maintain the plantings and jobs under monitoring for 5 years.

Application status: Applications suspended

Intake of applications has been suspended since 16 October 2026. The Ministry of Economy plans to resume it in Q1 2027, with the Ministry of Agrarian Policy in charge; Diia states that the dates will be announced once the regulatory documents are adopted.

Analysis

Requirements, stages and what to watch for

Our analysis is based on the official programme rules and GetGrant materials. Check the current call before applying: conditions change from round to round.

01Applicant requirements

  • Sole proprietors (FOPs) who are citizens of Ukraine and legal entities whose ultimate beneficial owners are citizens of Ukraine, registered in the State Agrarian Register and engaged in growing agricultural crops. State-owned and municipal enterprises are not eligible.
  • The applicant does not operate in temporarily occupied territories without a set end date of occupation or in Russia or Belarus, is not subject to sanctions of the National Security and Defence Council of Ukraine (NSDC) or the EU, is not a financial institution, and does not produce or sell weapons, tobacco or alcohol (except grape and fruit-and-berry wines and honey beverages).
  • No bankruptcy or liquidation proceedings, corruption conviction, tax debt or criminal proceedings in which the applicant, its head, founder or beneficiary is a suspect or accused. Such information can be rebutted with a full extract confirming the absence of criminal liability.
  • The land must be owned or used for at least 7 years as at the date of application, with proper title documents. The plantings must be on a single plot or on adjacent plots; roads, forest belts, canals and other natural boundaries between them are permitted.
  • The crop and the region must comply with Annex 1 to the Procedure: sweet cherry, peach, apricot and almond may be planted only in the listed regions, all other crops in all regions.

02What is funded and on what terms

  • The grant pays suppliers’ invoices for materials and equipment from the cost estimate of the planting project: up to UAH 400,000 per hectare and up to UAH 10 million per recipient.
  • The grant share is up to 50% of the project cost; the rest comes from own or borrowed funds. About 80/20 applies to those registered and operating in areas of possible or active hostilities with no end date, and to owners of land of which 80% is under occupation.
  • The money is paid in two tranches: first 50–55% of the grant is paid out, the bank checks what has been purchased, then the remainder follows. If the price in the contract exceeds the cost estimate, including because of VAT, the recipient pays the difference.
  • Payments may be made only to suppliers registered in the Unified State Register for at least 12 full months before the decision, and only within 12 months of the grant being credited. Any unused balance is returned.
  • Double funding of the same costs from other budget programmes or sources is prohibited.

03Selection stages and timelines

  • An application on Diia with the qualified signature of the FOP or the head of the legal entity. It is accompanied by a scanned copy of the planting project with a cost estimate signed by the designer, an irrigation project with a water source (except for grapes) and an expert report on the cost estimate section.
  • The authorised bank checks the applicant, including against EU sanctions lists, and forwards the application to the Ministry of Economy within 7 working days. The decision is taken by order within 10 working days.
  • After the decision there are 7 working days to sign the agreement and open a special account, and 30 calendar days to deposit the entire own share. If a deadline is missed, the decision is cancelled.
  • The planting project is implemented within 18 months of receiving the grant.
  • The 2026 intake ran until 15 October 2026 inclusive and has been suspended since 16 October 2026. Resumption is planned for Q1 2027; Diia will announce the date once the regulatory documents are adopted.

04Specifics and pitfalls

  • An application is not considered if there is no project with a cost estimate signed by the designer, the amount per hectare is exceeded, the ratio of grant to own funds is breached, there is no commitment on jobs or the right to the land is not confirmed.
  • The planting project cannot be changed after submission. The bank makes payments strictly according to the cost estimate, and without invoices and photographic records of the purchases within 10 working days it stops further payments.
  • Monitoring lasts 5 years after planting: every six months during the planting stage and the first two years, then annually, jointly with the regional administration, including by means of geospatial data. A report on jobs, taxes and output is due annually by 15 April.
  • Failure to meet obligations means repaying the difference between 50% of the grant used and the taxes paid. Alienation of the plantings, misuse of funds or a missed deadline are grounds for reclaiming the grant, and misuse also entails a ban on state support for the current and the next 10 budget years.
  • The reference section of the Diia service still cites the old terms: from UAH 140,000 per hectare and up to 70% of the project cost. The current rules are set out in the Procedure as amended by Cabinet of Ministers Resolution No. 503 of 22.04.2026.

05What to prepare in advance

  • Registration in the State Agrarian Register and land documents valid for at least 7 years from the date of the future application.
  • A planting project from a designer: explanatory note, master plan, cost estimate, working design data sheet, trellis, number of saplings per hectare and varieties from the State Register.
  • An expert report on the cost estimate section and an irrigation project with a water source.
  • Your own share (50% or 20%), to be deposited into the account within 30 days of the agreement; if needed, a 5-7-9 loan agreed with the bank before intake resumes.
  • Suppliers registered for more than 12 months, with contracts that include penalties for failed delivery, and a plan for hiring permanent and seasonal workers in line with Annex 1.
Support

What we do

You are not left alone with the application form: we prepare the document package and support you until the decision.

  1. 1

    Review and eligibility check

A short call or email exchange: whether you and the project meet the conditions, which programme and amount fit, and what is missing.

  2. 2

    Application in the programme format

We write the application exactly in the form the programme requires: business plan, technology description, financial plan and budget that are consistent with each other.

  3. 3

    Documents and verification

We collect annexes: cost estimates, supplier quotes, pitch deck, documents for premises or land. Everything is checked against the requirements before submission.

  4. 4

    Submission and defence

You sign and submit the application; we stay with you at every step and prepare you for the interview, pitch or jury session.

For this programme

  • We check the plot, the term of and documents for the land, registration in the State Agrarian Register (DAR) and whether the crop is permitted in the region under Annex 1 to the Procedure.
  • We calculate the project: area, amount per hectare, own share and jobs, as well as a 5-year financial model with yields, sales and taxes.
  • We check the planting project prepared by the designer against the Diia criteria and assemble the package ahead of the resumption of intake in 2027: cost estimate, expert report, irrigation project, suppliers.

What we say plainly

  • No grant is guaranteed. The decision is made by the funder: the state, a fund or a jury. We build a strong and consistent package, but we do not influence the decision.
  • You submit the application yourself. The applicant submits and signs the application in Diia, on the USF portal or the EU portal. We prepare the documents and support you, but do not apply on your behalf.
  • We quote the price after the first conversation. The scope depends on the programme, the amount and what you already have. We state the cost and timing before work begins.
