Application support from GetGrant

Grant for a Kindergarten or Child Development Centre

Private nurseries, kindergartens and development centres now receive a grant through “Own Business 2.0”, where pre-school education is a priority sector with a +50% top-up. We will prepare a business plan covering licensing, premises and staff.

Two routes: work through the application with an expert, or draft it yourself in the GetGrant generator (in Ukrainian).

About the programme

What the programme is and who it is for

What it funds

A grant to open or develop a private pre-school education institution: renovation of premises, equipment, licensing and jobs for educators.

Who funds it

The state through the eRobota programme: the Ministry of Economy, Diia and the State Employment Centre.

Who it suits

  • Educators and entrepreneurs opening a private kindergarten or development centre
  • Existing kindergartens that are expanding
  • Entrepreneurs in communities with a shortage of kindergarten places (communities and municipal institutions themselves cannot apply)

In depth

The programme in detail

A separate grant for pre-school education existed as part of the eRobota Micro-grant Procedure (Cabinet of Ministers Resolution No. 738). For nurseries, kindergartens, mini-kindergartens and development centres with care of 8 hours a day or more, the cap was higher: up to UAH 500,000 for 2 jobs and up to UAH 1 million for 4. Intake under this procedure ended on 01.08.2026.

Since September 2026 there has been no separate strand for kindergartens; they apply to “Own Business 2.0”. Pre-school education is included in the list of priority sectors in the annex to Cabinet of Ministers Resolution No. 616, which gives the largest top-up, +50%. The caps are general: up to UAH 500,000 to start and up to UAH 2.5 million to scale up.

The programme suits educators and entrepreneurs opening a private kindergarten or development centre, and existing institutions that are expanding. Educational activity requires a licence and the premises must comply with standards, so a project without real premises and staff cannot be defended at the interview.

Application status: Apply via “Own Business 2.0”

The separate strand for pre-school education accepted applications until 1 August 2026. Kindergartens now apply to “Own Business 2.0”; the stage on Diia ended on 27 October 2026, and the next one has not yet been announced.

Programme terms

Key facts about “Grant for a Kindergarten or Child Development Centre”

Only what is confirmed in the official programme sources, as of 06.11.2026.

What was funded

Opening or developing pre-school education institutions: a nursery, a kindergarten, a family kindergarten, a mini-kindergarten or a child development centre.

Old terms (until 01.08.2026)

Under the Micro-grant Procedure: up to UAH 500,000 for 2 jobs, up to UAH 1 million for 4, and 70/30 co-financing. These figures no longer apply.

What changed in 2026

There is no separate strand: kindergartens apply to “Own Business 2.0”. Pre-school education is on the list of priority sectors (annex to Cabinet of Ministers Resolution No. 616), so it gives a +50% top-up to the amount.

Licence and premises

Educational activity requires a licence, and the premises must comply with sanitary and fire safety standards. This should be built into the business plan and the project schedule.

Who can apply

FOPs and legal entities governed by private law, as well as individuals who will register a business after approval, with no debts to the budget and no activity in the occupied territories.

How applications are assessed

The business plan is assessed by the bank, followed by an interview at the employment centre. For an educational business, qualified staff and realistic group occupancy are important.

Analysis

Requirements, stages and what to watch for

Our analysis is based on the official programme rules and GetGrant materials. Check the current call before applying: conditions change from round to round.

01Applicant requirements

  • As in “Own Business 2.0”: citizens aged 18 and over, FOPs and legal entities governed by private law that meet the SME criteria, with no debts to the budget and no sanctions.
  • After approval, an individual registers as a FOP or an LLC within 20 calendar days.
  • The +50% top-up is awarded for a project in a priority sector by KVED code from the annex to Cabinet of Ministers Resolution No. 616. Whether your KVED code qualifies must be checked against the annex before applying.
  • Other top-ups are cumulative: +30% in frontline regions, +20% for veteran businesses, IDPs, VAT payers and for 2 new jobs, +5% for those aged 18–25.
  • For scaling up, FOPs and legal entities governed by private law that have been operating for at least six months on the date of application may apply (Cabinet of Ministers Resolution No. 1214 of 30.09.2026).

02What is funded and on what terms

  • Start-up: a base amount of UAH 100,000–300,000, up to UAH 500,000 with top-ups. Scaling up: UAH 500,000 – 1.5 million, up to UAH 2.5 million with top-ups and at least one new job.
  • Renovation of premises and materials – up to 50% of the grant, rent of premises – up to 25%. Furniture and equipment – with no separate cap.
  • The funds must be used within 3 months of being credited; any balance is returned.
  • Over 2, 3 or 5 years, taxes and ESV of at least the grant amount must be paid. Where jobs are a condition, they are maintained for 18, 24 or 54 months.

03Selection stages and timelines

  • An application with a business plan in the prescribed form on Diia, a bank check (threshold of 99 points), an interview at the employment centre (up to 50), at least 130 points in total.
  • The State Employment Centre decides within 20 calendar days of the end of the application stage.
  • The “Own Business 2.0” stage on Diia ran until 27.10.2026; the date of the next one has not yet been announced.
  • Licensing of pre-school education is a separate procedure with its own timelines, which should be built into the project schedule before promising to open groups.

04Specifics and pitfalls

  • The old figures (up to UAH 1 million, 70/30, 2 or 4 jobs) no longer apply. Reviews citing them describe the procedure that closed on 01.08.2026.
  • The +50% top-up should be claimed only when the project genuinely falls within a sector in the annex. A KVED mismatch undermines the calculation of the amount.
  • A business plan without salary and tax costs equal to the grant amount is a direct ground for rejection under Procedure No. 616.
  • Group occupancy and the cost per place must be realistic: the interview asks about the figures, and the tax obligation is calculated from the grant amount.

05What to prepare in advance

  • Premises with a right of use and an assessment of the works needed to meet sanitary and fire safety standards.
  • A plan for licensing educational activity and staff with teaching qualifications.
  • A calculation of group occupancy, cost per place and a financial plan in which taxes and ESV over the project period cover the grant.
  • A list of top-ups with supporting documents as of the date of application and a check of the KVED code against the annex to Cabinet of Ministers Resolution No. 616.
Support

What we do

You are not left alone with the application form: we prepare the document package and support you until the decision.

  1. 1

    Review and eligibility check

A short call or email exchange: whether you and the project meet the conditions, which programme and amount fit, and what is missing.

  2. 2

    Application in the programme format

We write the application exactly in the form the programme requires: business plan, technology description, financial plan and budget that are consistent with each other.

  3. 3

    Documents and verification

We collect annexes: cost estimates, supplier quotes, pitch deck, documents for premises or land. Everything is checked against the requirements before submission.

  4. 4

    Submission and defence

You sign and submit the application; we stay with you at every step and prepare you for the interview, pitch or jury session.

For this programme

  • We check your KVED code against the list of priority sectors and calculate the amount with top-ups.
  • We draw up the business plan: group occupancy, cost per place, staff, licensing and renovation of premises.
  • We calculate a monthly financial plan for the full project term of 2, 3 or 5 years and prepare you for the interview.

What we say plainly

  • No grant is guaranteed. The decision is made by the funder: the state, a fund or a jury. We build a strong and consistent package, but we do not influence the decision.
  • You submit the application yourself. The applicant submits and signs the application in Diia, on the USF portal or the EU portal. We prepare the documents and support you, but do not apply on your behalf.
  • We quote the price after the first conversation. The scope depends on the programme, the amount and what you already have. We state the cost and timing before work begins.
