7 programmes for Ukrainian businesses and veterans

Seven government and donor programmes for Ukrainian businesses and veterans that are accepting applications now. Amounts range from UAH 100,000 to start a business to UAH 16 million to restore processing production, and three programmes run with no deadline.

All seven are designed for Ukrainian entrepreneurs, so country eligibility is not the question here. The limits lie elsewhere: the region in the DOVIRA project, veteran or family member status in the veterans grant, and Ukrainian-made machinery in the compensation programme.

The programmes are grouped by purpose: starting and growing a business, production and machinery, and staff costs. A comparison table follows the descriptions.

Grants to start and grow a business

eRobota Own Business: UAH 100,000 to 500,000

The Ministry of Economy provides UAH 100,000 to 500,000 to create or develop a micro or small business, including startups and veteran enterprises. Intake runs on a rolling basis, and applications go through Diia.

A practical note. The business plan is what gets assessed, so calculate payback on prices in your own city. Specific quotes from equipment suppliers carry more weight than general estimates.

Grant for veterans and their families: UAH 250,000 to 1 million

The Ministry of Economy and the State Employment Service fund businesses run by veterans and their family members through Diia. The amount depends on the number of jobs created: UAH 250,000 for one, up to UAH 1,000,000 in total. Applications close on 31 December 2026.

A practical note. Every job you declare becomes an obligation. Do not plan for more staff than the business can sustain without the grant, because failing the conditions can mean returning the money.

People in Need supports veteran, micro and small businesses in Kherson and Mykolaiv oblasts. Grants reach UAH 216,000, and applications close on 15 October 2026.

Grants for production and machinery

eRobota: up to UAH 16 million for processing production

The Ministry of Economy, Environment and Agriculture provides up to UAH 16 million to renew fixed assets damaged by Russian aggression. For other purposes under the programme the ceiling is lower, up to UAH 8 million. Applications go through Diia until 26 February 2027.

A practical note. The largest amount is tied to damaged property, so start by collecting evidence: inspection reports, photos, and documents for the equipment before the damage. Without them a UAH 16 million application drops to the smaller line.

25% compensation for Ukrainian machinery, up to 40% for frontline farms

The Made in Ukraine programme from the Ministry of Economy compensates 25% of the cost of Ukrainian-made agricultural machinery. Farms with more than 80% of their land in the combat zone receive 40%. The maximum is UAH 86 million per recipient, and intake runs until 10 December 2026.

A practical note. Before buying, check that the specific model is on the list of machinery the compensation covers. Ukrainian assembly alone does not guarantee that a machine is on the list.

MSMEs: a grant of up to EUR 30,000 alongside an investment loan

The Access to Finance and Resilience of MSMEs in Ukraine programme, funded by the German government through GIZ with German Sparkassenstiftung and the Entrepreneurship Development Fund, covers 20% of an investment loan, capped at EUR 30,000. Intake runs on a rolling basis.

A practical note. The grant does not exist apart from the loan. Your first conversation should be with a partner bank of the programme: if the bank does not approve the loan, there is no grant component either.

Compensation for staff costs

Up to 100% of the single social contribution for hiring the unemployed

The State Employment Service compensates micro, small and medium businesses for up to 100% of the single social contribution when they hire registered unemployed people. Applications are accepted on a rolling basis.

A practical note. The compensation covers only people registered with the employment centre before hiring. If you plan to expand the team, ask the centre for candidates with the skills you need first, and then complete the hire.
