Compensation for adapting a workplace for an employee with a disability in Ukraine: up to 15 minimum wages
The State Employment Service of Ukraine offers a state compensation program to support businesses and self-employed professionals who adapt workplaces for employees with disabilities. Administered through the Compulsory State Social Insurance Fund, this initiative reimburses actual expenses incurred when creating an accessible working environment.
Financial support is capped based on national statutory minimum wages set as of January 1 of the decision year. Employers can claim up to 15 minimum wages for accommodating an employee with Group I disability, and up to 10 minimum wages for an employee with Group II disability. The grant has no fixed universal deadline, operating on an ongoing basis subject to individual application timeframes.
What is funded
The program covers actual costs incurred for assistive products and adaptations that have already been purchased for an accommodated workstation. Financial reimbursement applies exclusively to approved categories of equipment designed to facilitate barrier-free job performance.
Eligible expenses include specialized furniture and fittings, lighting solutions, mobility and transfer aids, tools, materials, and office equipment. Additionally, support covers health and safety protection, assistive technology for vision, hearing, and communication, computers, specialized software, and devices for recording and reproducing information.
Who can apply
Assistance is open to legal entities of all ownership types, sole proprietors (FOP), and self-employed professionals carrying out independent economic activity in Ukraine. Self-employed individuals with disabilities can also claim compensation when adapting their own workplaces.
Eligible applicants include employers hiring new staff with Group I or II disabilities, as well as businesses reinstating employees who acquired a disability after discharge or retirement from military service and returned to their preserved jobs or alternative positions with the same employer.
Conditions and requirements
Compensation is provided as a non-repayable sum credited to the employer’s IBAN account within 5 working days following approval. However, funds must be reimbursed if subsequent audits reveal non-compliance with the official regulatory procedure.
Aid is granted only once per accommodated employee. Reimbursement is not provided if the employee worked for the same employer within 180 days prior to new employment or before August 29, 2023. If the worker later changes employers, the subsequent employer cannot claim this compensation again.
Practical tip. Make sure to file your application within the mandatory 180-calendar-day limit from the official hiring date, business registration, or post-military resumption of work, and verify that all purchase receipts explicitly match the officially recognized categories of assistive equipment.
How to apply
Applications can be submitted entirely online through the Diia state services portal or offline at the regional employment centre corresponding to the applicant’s place of business. Filing takes roughly 5 minutes, and service processing takes up to 13 working days without any administrative fees.
Applicants must submit information about the accommodated individual along with verified copies of employment documentation, proof of disability group, and payment receipts proving the purchase of equipment. Applications filed via Diia require validation with an electronic signature, and status updates are sent to the user account and email.
