Writing & submission
Stage 6 of 10 in the grant lifecycle: 11 knowledge base articles on programmes, rules and terms for this step.
Programmes2
- Erasmus+ Erasmus+ is the EU programme for education, training, youth and sport for 2021–2027, with a budget of €26.2 billion. It funds the mobility of people, partnerships between organisations and capacity building in higher education. Ukraine takes part as a third country not associated to the Programme, so what is open is the international dimension rather than the whole programme.
- Horizon Europe Horizon Europe is the EU framework programme for research and innovation for 2021–2027, with a budget of roughly €93.5 billion – the largest such programme in the world. It funds fundamental science, applied research against societal challenges and breakthrough innovation, and Ukraine takes part in full as an associated country.

- EIC Accelerator: a grant plus an equity investment The EIC Accelerator is the largest EIC instrument, with a 2026 budget of around €634 million. It combines a grant of up to €2.5 million with a direct investment of €1 to €10 million in exchange for a stake taken by the EIC Fund. A single company applies, and selection runs through a short application, a full application and a jury interview. Horizon Europe
- Structure of a successful application: Excellence, Impact, Implementation A Horizon Europe proposal is assessed against three criteria, and Part B mirrors them: Excellence – how ambitious the objectives and how convincing the methodology; Impact – what change it brings and how that is measured; Implementation – whether the work plan, roles and budget are realistic. What an evaluator looks for matters more than length. Horizon Europe
- Submitting an application: the Funding & Tenders Portal step by step Applying to an EU call runs through the Funding & Tenders Portal as a sequence of steps: an EU Login account, registering the organisation to obtain a PIC, choosing a topic, preparing Parts A and B of the proposal, and submitting through the system before the call closes. Each step has its own timing and requirements, and underestimating them is what most often derails a last-day submission. Horizon Europe

- Ethics Review Ethics review is a mandatory check that every Horizon Europe proposal above the evaluation threshold goes through. It starts from your own self-assessment in the proposal, and if serious issues are found, the grant will not be signed without ethics clearance. Horizon Europe
- Grant application (proposal / application) A Horizon Europe proposal has two parts: Part A is filled in directly in the portal system and holds the administrative data and the budget, while Part B is the substantive description of the project, uploaded as a PDF. Part B has a strict page limit, and anything beyond it automatically becomes invisible to the evaluators.
- Grantwriting Grantwriting is preparing a project proposal so that it complies with the donor's rules and convinces the evaluator. It is not the art of writing beautifully but the ability to read the call conditions and fit your idea into someone else's structure with someone else's criteria.
- PIC (Participant Identification Code) A unique 9-digit identifier for an organisation in the European Commission's systems, required to submit proposals for any EU grant (Horizon Europe, Erasmus+, Creative Europe, LIFE, Digital Europe and others). It is obtained once, by registering in the Unique Registration Facility (URF) on the Funding & Tenders Opportunities Portal. Horizon EuropeErasmus+
- Submission deadline (call deadline / cut-off date) The submission deadline is the point after which the system stops accepting proposals and closes automatically. In EU calls it falls at 17:00 Brussels time, and no technical or otherwise valid reason allows it to be extended on an individual basis.
- UEI (Unique Entity Identifier) The UEI is a twelve-character identifier for an organisation in the US federal grants system, issued free of charge through SAM.gov. Without an active registration an application never reaches substantive review, and the longest stage here is not the registration itself but the validation of the organisation.
