ZMINA:Resilience, second call: up to EUR 25,000 for international co-creation projects of Ukrainian artists and cultural organisations

The IZOLYATSIA Foundation (Ukraine), Malý Berlín (Slovakia), and Trans Europe Halles (Sweden) have announced the second call for co-creation funding under the ZMINA:Resilience project. The scheme supports cross-border artistic and cultural collaboration focused on resilience, connecting Ukrainian creative practitioners with partners from Creative Europe participating countries.

The initiative offers individual sub-grants of up to EUR 25,000, which can cover up to 90% of eligible project expenditure. With an overall call budget of EUR 187,500, the organisers expect to award between 7 and 10 grants. Proposals must be submitted online by December 4, 2026, at 23:59 Kyiv time.

What is funded

The call funds collaborative international projects dedicated to the theme of resilience across any artistic or cultural field, with the explicit exception of the audiovisual sector. Supported activities include all stages required to develop, produce, and execute the co-creation project, as well as associated travel for planning, rehearsals, creative production, and presentations.

A mandatory component of each supported initiative is the delivery of at least two public presentations of the final co-created outcome. Specifically, projects must hold at least one presentation in each partner’s local community, ensuring that at least one public event takes place in Ukraine.

Who can apply

Eligible applicants are arts and culture organisations legally registered in Creative Europe participating countries, including EU member states and eligible non-EU countries. Ukrainian entities must be formally registered in territories that are under the effective control of the Ukrainian government.

Individual artists, cultural workers, and freelancers cannot submit applications independently. They may only participate as contributors through an eligible legal entity that acts as an official project partner.

Conditions and requirements

Each project must involve a partnership of at least two organisations from at least two different countries, with one partner necessarily based in Ukraine. Both partners are expected to share balanced responsibilities in the initiative, whether through creative inputs, project management, or audience engagement activities.

Project implementation can last up to 7 months within an indicative window running from February to August 2027, starting only after the grant agreement is signed. The awarded grant covers up to 90% of the total budget, requiring the partner organisations to provide the remaining minimum 10% from their own contribution.

The financial model combines fixed lump-sum payments and actual cost reimbursements. Artists’ fees, travel, accommodation, and per diems are calculated on fixed rates, whereas equipment hire, production services, and shipping costs are reimbursed based on actual eligible expenditures.

How to apply

Applications must be submitted through IZOLYATSIA’s designated online platform by a single lead applicant representing the consortium. The full application package includes the platform’s electronic application form, the budget breakdown, and specific administrative annexes uploaded as separate PDF files for each partner organisation.

Mandatory documentation includes a signed letter of guarantee from the applicant organisation, current statutes or equivalent founding documents, and proof of legal registration. For Ukrainian partners, the registration extract from the Unified State Register must be dated October 5, 2026, or later, while non-Ukrainian documents issued in languages other than English must be accompanied by an English translation.

Practical tip. Verify your Ukrainian partner’s Unified State Register extract well in advance to ensure it is dated on or after October 5, 2026, as administrative non-compliance will lead to immediate rejection during the technical eligibility screening.

Applications are submitted on the donor’s page: platform.izolyatsia.org.
