Organisational development grants for CSOs: up to UAH 45,000 to build capacity

ISAR Ednannia has announced an organisational development grant call for civil society organisations under the Civil Society Home ecosystem. The initiative is executed within the project ‘Strong Civil Society of Ukraine – Driver of Reforms and Democracy’, with financial support provided by the governments of Norway and Sweden. The overarching project runs from 1 November 2024 through 31 December 2027.

The grant programme offers up to UAH 45,000 per organisation to fund institutional capacity development services. The selection committee conducts monthly reviews, with the nearest intake round closing on 12 October 2026. Submitted applications will be reviewed at the committee meeting scheduled for 21 October 2026.

This funding allows non-profit entities to address specific internal weaknesses, enhance professional skills, and establish a continuous culture of organisational development. Successful grantees use the financial support to contract qualified service providers and implement targeted capacity-building plans.

What is funded

Grants cover the costs of services provided by organisational development experts, as well as accompanying expenses necessary for project implementation. Eligible activities also include measures that are not strictly organisational development but directly contribute to strengthening institutional capacity.

The most common supported service formats include external assessments of organisation maturity, professional consultations, coaching, mentoring, training, and facilitation sessions. Grant funds cannot be used without tying them directly to an identified capacity gap.

After completing the planned activities, organisations carry out a repeated self-assessment. This step enables the team to track progress, evaluate institutional changes, and outline further steps for ongoing development.

Who can apply

The call is open to officially registered Ukrainian civil society organisations and charitable foundations. Applicants must hold official non-profit status with tax registry codes 0032, 0034, 0036, 0038, or 0048.

Participation requires the active involvement of the applicant’s internal team and board members in diagnosing internal needs. Only organisations registered in the ISAR Ednannia web portal with verified profile credentials can submit proposals.

Practical tip. Ensure your non-profit registry extract is up to date and clearly matches your legal entity details before beginning the portal registration, as account verification is mandatory to access the application forms.

Conditions and requirements

Applicants must complete an internal assessment using the dedicated self-assessment tool available in the personal account on the donor portal. Based on these findings, the team selects a single high-priority area to target within the grant application.

The organisation must formulate a concrete Organisational Development Plan for the chosen area, defining planned activities, measurable performance indicators, responsible persons, and completion deadlines. This document forms Annex B of the official application.

All external service providers must be selected transparently on a competitive basis. Once the grant is awarded, the recipient must run an open search and announce the provider selection on the marketplace and other relevant platforms.

How to apply

The process begins by registering the organisation profile on the ISAR Ednannia platform, submitting the legal entity code (EDRPOU) and the non-profit status certificate. Once verified, the applicant gains access to the working dashboard.

The team then conducts the self-assessment directly in the portal or via the downloadable template and prepares the development action plan. The complete application along with mandatory annexes is submitted electronically through the portal.

Applications for the upcoming intake are accepted through 12 October 2026. The selection committee evaluates submissions on 21 October 2026, and results are published in the applicant’s portal account no earlier than two weeks after the meeting.

Applications are submitted on the donor’s page: ednannia.ua.
