The EUREKA Network has announced an open call for Network Projects, facilitating cross-border research and innovation initiatives. Who can apply

Eligible Ukrainian entities include small and medium-sized enterprises (SMEs), higher education institutions (HEIs), and research institutes or organisations (R&D). Independent legal entities from any EUREKA participating country can take the role of the main participant.

Consortia must consist of at least two independent legal entities established in at least two different EUREKA participating countries. At least one of the participating entities must be based in a full member country of the EUREKA Network.

Organisations from non-EUREKA countries are also permitted to join the consortium, provided that their public or self-funding is secured by the submission stage. Organisations may also participate in the R&D initiative even if they are not eligible for national grant funding.

Conditions and requirements

Project proposals must represent genuine international collaboration centered around a clearly defined joint work plan. No single organisation or participating country is allowed to account for more than 70% of the total project budget.

Applications must include key project documentation, such as a GANTT chart outlining the implementation schedule and a signed co-signature form downloaded from the system. A signed consortium agreement must be finalized prior to project launch, and participants are advised to seek legal counsel when drafting it.

One application account must be created per consortium on the EUREKA application portal. The lead partner completes a single online application form in English and invites the other consortium partners to fill in their respective partner forms.

Submitted applications undergo an initial completeness and eligibility check, followed by a standard international evaluation procedure to receive the EUREKA label. Successful proposals then undergo final national evaluation before domestic grant contracts are issued.
