6 energy independence programmes for condominiums, households and business in Ukraine: up to UAH 4 million

Six state and donor programmes that help Ukrainian homes and companies get through winter on their own power: generators, solar plants, batteries and heat pumps. All six accept applications on a rolling basis, so it makes sense to apply before the cold season rather than after the first outages.

The programmes differ in mechanics as much as in amounts. Two of them pay a non-repayable compensation, three work as subsidised loans, and for business there is a separate overview of grants. Everything depends on who applies: a condominium association, a private homeowner and an entrepreneur go through different doors.

The programmes are grouped by applicant below. A comparison table follows the descriptions.

Apartment buildings and condominium associations

SvitloDIM: up to UAH 300,000 for backup power in a building

A government programme funded from the state budget and run through the Ministry for Development of Communities and Territories and the Diia portal. The amount depends on the number of floors: UAH 100,000 for buildings of up to 6 floors, UAH 200,000 for 7-16 floors and UAH 300,000 for 17 floors and more. Condominium associations, building managers and housing cooperatives apply. The programme operates in Kyiv, Kharkiv, and Kyiv and Kharkiv regions for the duration of the energy emergency.

Practical tip. The amount is tied to the number of floors, not to the cost of equipment. List what must keep running without grid power (lift, pumps, heating unit) and choose equipment for that list within your amount.

GreenDIM: up to UAH 4 million for a solar plant or heat pump

The Energy Efficiency Fund programme compensates up to 70% of equipment costs: up to UAH 4 million for a solar power plant or energy storage system, up to UAH 2 million for a heat pump, and 50% up to UAH 1 million for a generator. Condominium associations and housing cooperatives apply. Applications are accepted on a rolling basis and reviewed within five days.

Practical tip. This is a compensation, not an advance: the building has to cover the remaining cost itself. That is where the subsidised loan for condominiums in the next item helps.
