State support for aquaculture: 20-30% cost compensation for freshwater fish producers across Ukraine, applications via the State Agrarian Register until 1 November
The Ministry of Economy, Environment and Agriculture of Ukraine, together with the State Agrarian Register (DAR), has announced a state financial support programme for Ukrainian freshwater aquaculture producers. The mechanism offers partial cost compensation to enterprises and entrepreneurs engaged in fish farming.
Under the scheme, producers located in de-occupied areas and territories affected by military hostilities can receive a 30% reimbursement of designated expenses. Farms operating across other regions of Ukraine are eligible for a 20% cost compensation.
Applications are accepted entirely through the State Agrarian Register portal. The final deadline to submit an application is 1 November 2026.
What is funded
The initiative aims to offset expenses incurred in the breeding, keeping, and rearing of freshwater fish. Its broader objectives include boosting domestic aquaculture output, expanding the supply of stocking material, and increasing the production of commercial freshwater fish.
The exact list of eligible expenditure categories is defined by the governing regulations of the programme. Support rates are structured geographically, offering 30% compensation for farms in war-affected and de-occupied regions, and 20% compensation for eligible operations in all other parts of the country.
Who can apply
Legal entities and individual entrepreneurs operating within the aquaculture sector are eligible to apply. Applicants must have aquaculture registered as their primary business activity.
Following regulatory amendments adopted via Cabinet Resolution No. 1409, the programme’s geographical coverage extends across the entire territory of Ukraine. Businesses functioning in high-risk zones as well as peaceful regions may submit claims.
Conditions and requirements
Assistance is provided in accordance with the procedure approved by the Cabinet of Ministers of Ukraine Resolution No. 1409 dated 10 December 2024, as amended. Participating farms must be properly registered and maintain an active account in the State Agrarian Register.
Practical tip. Ensure your business profile and land or water usage rights in the State Agrarian Register are fully updated and validated before submitting your claim, as discrepancies may delay verification.
How to apply
Applications must be prepared and filed electronically via the State Agrarian Register platform. Applicants need to log in to their personal user accounts to complete the application process before 1 November 2026.
The donor does not mandate offline document submissions, processing all requests through the digital registry. Technical support and inquiries regarding the filing process are handled directly via the DAR contact centre.
