Sida: call for concept notes on mine action in Ukraine for non-state demining operators
The Swedish International Development Cooperation Agency (Sida) has launched a call for concept notes to enhance support for mine action in Ukraine. The initiative operates under the Strategy for Sweden’s reconstruction and reform cooperation with Ukraine for 2023-2027 and supports Ukraine’s National Mine Action Strategy.
The donor has not stated a specific budget ceiling for this call. Submissions are accepted within a designated application window running from 30 September 2026 until the deadline on 26 October 2026, with Sida planning to select at least one concept note for development into a full project proposal.
What is funded
The call focuses on two main objectives designed to improve demining operations in Ukraine. First, it supports the strengthening of non-state Ukrainian mine action organisations with an explicit focus on land release. Second, it provides backing for the further development of Ukraine’s Mine Action Management System.
The priority areas were developed in close consultation with the Ministry of Economy and Environment as well as the Center for Humanitarian Demining in Ukraine. Successful concept notes are expected to lead to full project proposals focused on practical mine action outcomes and system-level enhancements.
Who can apply
Eligibility is geared toward non-governmental organisations and non-state Ukrainian mine action operators. Applicants must have the operational capacity to address land release and contribute to national demining priorities.
Entities submitting concept notes must be prepared to align their interventions with Ukraine’s national strategies and institutional coordination frameworks. Detailed institutional requirements and baseline standards are outlined within the donor’s application materials.
Conditions and requirements
Concept notes must directly correspond to both the Swedish reconstruction strategy for Ukraine and Ukraine’s National Mine Action Strategy. Proposed initiatives should demonstrate technical coherence with national demining infrastructure and standards.
Practical tip. Register an account on the donor’s e-learning and application platform well before the October 2026 deadline to review all downloadable guidance documents and resolve any potential account access issues early.
How to apply
Applications must be submitted electronically through Sida’s application portal between 30 September 2026 and 26 October 2026. Applicants must create a user profile and log in to access the application forms and relevant guidance files.
After the submission period closes, concept notes will be evaluated against general requirements and specific assessment criteria. Sida will subsequently invite at least one selected applicant to prepare and submit a full proposal.
Applications are submitted on the donor’s page: calls.sida.se.
