Loan for condominium associations in Ukraine: up to UAH 3 million for generators, solar and heat pumps, state covers up to 70%

The Government of Ukraine has launched a subsidised lending and compensation mechanism under the Affordable Loans 5-7-9% programme to support residential energy autonomy. Administered through participating commercial banks, the initiative provides non-profit residential entities with concessional financing and substantial state principal compensation for the purchase and installation of critical energy equipment.

Eligible applicants can secure loans of up to UAH 3,000,000 for a duration of up to three years, with interest rates ranging from 0% to 7% per annum depending on the loan term. Additionally, the state compensates up to 70% of the principal loan amount upon successful installation and commissioning of the selected energy equipment.

Applications are processed on an ongoing basis directly through 43 partner banks of the Affordable Loans 5-7-9% programme, with the programme launching on February 18, 2026. No specific final application deadline has been set, but applicants must adhere to individual banking evaluation and approval procedures.

What is funded

The programme finances the acquisition and setup of energy equipment tailored to multi-apartment buildings. Covered hardware includes backup generators, solar power plants, and heat pumps, all designated strictly for communal usage within the residential property.

In addition to primary energy systems, financing covers auxiliary equipment and technical works necessary for commissioning and system launch. A single housing association is strictly limited to financing one generator, one solar power plant, and one heat pump under this initiative.

Who can apply

Eligibility is restricted to Ukrainian condominium associations (OSBB) and housing construction cooperatives (ZhBK). These entities must be legally registered, fully compliant with national legislation, and maintain an active account with an authorised partner bank.

The equipment acquired through the loan must exclusively serve the shared infrastructure and needs of the multi-apartment residential building (common property). Individual residential owners or commercial entities are not eligible to apply under this specific track.

Conditions and requirements

Financing is offered up to UAH 3,000,000 for a maximum term of three years. Interest rates depend on the maturity period: 0% for terms up to one year, 5% for terms up to two years, and 7% for terms up to three years. The association must cover the applicable interest rate along with its co-financing share.

State compensation covers 50% of the principal loan for generators, requiring a 50% co-payment from the housing association. For solar installations or heat pumps, the state covers 70% of the principal, leaving the association responsible for the remaining 30%. Compensation is paid out only after verified procurement, complete installation, and commissioning of the systems.

Practical tip. Because each of the 43 participating banks applies its own internal evaluation procedures and documentation requirements, housing cooperatives should consult the Business Development Fund hotline at +380 44 333 43 54 to clarify baseline criteria before approaching multiple bank branches.

How to apply

Applicants must first choose one of the 43 authorized banks participating in the Affordable Loans 5-7-9% programme. The association then submits a formal loan application alongside all project and financial documentation required by the specific financial institution.

The selected partner bank reviews the submission against programme criteria and makes the final lending decision. Once approved, the bank transfers funds via non-cash payment directly to the equipment and installation contractors.

After the equipment is delivered, installed, and officially commissioned for the apartment building, the state executes the reimbursement of up to 50% or 70% of the principal debt directly according to the programme terms.

Applications are submitted on the donor’s page: energycredit.bdf.gov.ua.
