Energy independence for households in Ukraine: loan of up to UAH 480,000 with up to 30% compensation
The Government of Ukraine, through the National Development Institution, has launched the state support programme ‘Energy Independence for Individuals – Household Owners.’ The initiative provides subsidised financing for private residential properties to implement autonomous and backup power supply systems.
Under this mechanism, individual homeowners can obtain commercial loans ranging from UAH 10,000 to UAH 480,000. The state compensates interest rates down to 0% in the first year, 5% in the second, and 7% in the third year, along with reimbursing up to 30% of the loan principal. The programme operates on an open basis with no fixed application deadline.
What is funded
The call finances the purchase and installation of equipment for autonomous and backup electrical power systems in private households. Eligible technologies include power generation units using alternative energy sources with an installed capacity between 1 kW and 10 kW, hybrid inverters capable of operating both independently and synchronously with the grid, energy storage units with a capacity of at least 1 kWh per 1 kW of installed generation, and fuel generators.
Equipment purchases are divided into three standard support packages. Package G covers standalone generators running on diesel, petrol, gas, or dual-fuel systems; Package GB funds hybrid power supply systems; and Package SGB combines a hybrid system with a backup generator. The programme strictly excludes generating equipment intended for electricity production under the green tariff.
Who can apply
Financial support is available to individual citizens who are owners of private households in Ukraine. First-degree relatives of the household member are also eligible to apply under the same criteria.
Assistance is strictly limited to one individual under a single credit agreement. The qualifying residential property must have a single personal electricity account for residential consumption and cannot exceed a total area of 300 square meters, excluding land plots.
Conditions and compensation
The state support reduces borrowing costs by lowering annual interest rates and repaying part of the principal loan amount. Borrowers receive interest rate subsidies reducing the cost to 0% per annum during the first year, 5% per annum during the second year, and 7% per annum during the third year.
In addition to interest rate relief, the state covers a share of the principal debt depending on the installed package. The principal compensation is set at 20% for Package G, 25% for Package GB, and 30% for Package SGB. Total loan amounts eligible for these compensation terms range between UAH 10,000 and UAH 480,000.
How to apply
Financing is administered via authorised commercial banks that meet regulatory criteria and have executed cooperation agreements with the National Development Institution. Applicants must submit their financing requests directly to these participating partner banks.
Practical tip. Verify that your property title and utility billing records are fully aligned before approaching a partner bank, and check that your proposed storage system provides at least 1 kWh of capacity per 1 kW of generating power to prevent rejection during technical compliance checks.
